DQAC Rules Needing Comment
The Washington State Department of Health and the Dental Quality Assurance Commission (DQAC) are currently in the process of reviewing several rule changes which if approved could be implemented before the end of the year. Interested stakeholders are encouraged to submit written testimony relating to the proposed rules prior to the formal rules hearing.
Rules currently open for public comment:
- Dental Administration of Anesthetic Agents for Dental Procedures (WAC 246-817-701 through 246-817-760 & WAC 246-817-771 through 246-817-790
The proposed rules seek to clarify charting requirements, monitoring of expired carbon dioxide (CO2), and required use of a pulse oximetry, electrocardiographic and end-tidal (CO2) monitors for the administration of minimal sedation, moderate sedation, and moderate sedation with parenteral agents.
DQAC will be accepting comments from the public until Monday, October 20, 2014. Comments can be submitted online at: https://fortress.wa.gov/doh/policyreview/. The rules hearing for WAC 246-817-701 through 246-817-760 & WAC 246-817-771 through 246-817-790 will be held at the Isabella Room at the Davenport Hotel, 10 South Post Street, Spokane, WA on Friday, October 24, 2014 @ 8:00 a.m.
- Dental Maintenance and Retention Records (WAC 246-817-305, 246-817-310 & 246-817-315)
The new rules seek to clarify what must be included in a patient record and would require dentists to document conversations with patients regarding the risks and benefits of a particular treatment, alternatives to treatment, post treatment instructions, and any patient complaints or resolutions.
The rules hearing for WAC 246-817-305, 246-817-310 & 246-817-315 will be held at the Isabella Room at the Davenport Hotel, 10 South Post Street, Spokane, WA on Friday, October 24, 2014 @ 8:00 a.m.
- Dental Hygiene Examination and Continuing Education for Dental Hygienists (WAC 246-815-020 & WAC 246-815-140)
The proposed rules seek to streamline the dental hygiene application review process and increase the range of continuing education options for hygienists to enhance skills and improve patient safety.
The Department of Health will be accepting comments from the public until Wednesday, November 5, 2014. Comments can be submitted online at: https://fortress.wa.gov/doh/policyreview/. The rules hearing for WAC 246-815-020 and WAC 246-815-140 will be held at the Department of Health Town Center 2, Room 158, 111 Israel Rd SE, Tumwater, WA 98501.
Rules pending a formal proposal:
- Dentist Prescribing, Dispensing, or Distributing Drugs (WAC 246-817-360)
DQAC is considering modifying the term “dental-related conditions” in the rule to be consistent with the definition of the practice of dentistry in RCW 18.32.020.
- Dentist Retired Active Status (WAC 246-817)
DQAC is considering adding a new section to create a retired active status dentist license, including continuing education requirements.
- Registered Dental Assistants and Certified Expanded Function Dental Auxiliaries Supportive Services (WAC 246-817-510 through 246-817-545)
Rule amendments are needed to clarify and amend practice standards regarding delegation of dental duties. Rule amendments will eliminate confusion for licensed dentists, registered dental assistants, and licensed expanded function dental auxiliaries regarding tasks that may or may not be performed.
